How do I respond to a unprofessional e-mail from an employee?

I sent out an e-mail to employee's explaining improper use of internet on company time, and that this is unacceptable. In turn I received a e-mail from an employee that said " I was reading my personal e-mails on my break,this is what the policy said. Maybe you should read it your self."
