Does the owner of a rent house have the right to do this?

Kind of strange to me. But I don't know the leasing laws in your state. As for parking the truck, may be a one time thing. As for the cottage, I wouldn't be too thrilled knowing the utilities you pay would include usage of that cottage. I would ask them to exclude use of the cottage as living quarters or that the owners would be responsible for the utility usage each month.
