Are Ir filters only usable for daytime?

I bought a IR filter for my camcorder and went outside at night turned on my night vision and got no picture in the sky. I'm looking for a filter that can bright or illuminate the stars and sky. Which filter do get. Im not to this so please don't rant if I'm wrong on it.
