What's the difference between "persons" and "people"?

I use "persons" because I belie it is the correct grammatical way. But is it? Fir instances, can I say: "People of Britain", or must I say, "Persons of Britain?" Or, "The People Mover", or, "The Persons Mover?" Dpes "persons" need an apostrophe, aka "person's?"
