What are some reasons my ex wanted to call me but ended up not calling me?

hes in prison and I told him in my last letter part of me wants to be there for him and part of me wants to be free. he told his brother to put money on my account so he could call me. its been 3 days and he hasnt called. why is he waiting so long? seems like he isnt going to call. Reasons?
