Is Earth visible to the naked eye from the Martian surface, with the current atmospheric state that it's in?

You could, it would appear sort of how venus does to us on earth, it would have phases like crescent and gibbous. On a particularly clear martian morning I bet you could break out an 8 inch reflector and and see the oceans and the continents, maybe you could even identify N and S america, eurasia and africa.
